Jesus is speaking. The ancient Greek word "σκάνδαλον""trap, snare" as in entice, tempt, etc. Star Wars Admiral Ackbar: "It's a trap!".

The Greek word "blessed" here means "happy". The "offended" means "entrapped" as in being "tricked" or "deceived" or "seduced". How could someone be "deceived" by themselves or someone else about what Jesus really means? A simple idiom as "misinterpret" helps to understand this word in the GNT (Greek New Testament).

Paraphrase: Happy is the one who does not misinterpret (entrap themselves) in what I say.

Jesus uses the word "elect" in a not good way. As with other code words, the uses of this word in the OT (Old Testament) tend to use such words in the usual way. Note that the LXX (Septuagint) is a Greek translation of the Hebrew while Jesus appears to be speaking Greek and Aramaic. Greek had been a common language throughout the Middle East for 350 years.
