A "rubber ruler" is a ruler that stretches somewhat when it is used for measurement purposes.
A "rubber ruler" can be used to measure itself. The measurement is thus relative and not at all accurate. It measures whatever it has been stretched to measure.

In the 1960's the speed of light was redefined to be based on certain atomic measurements. These measurements are themselves based on the speed of light. Using the speed of light to measure the speed of light constitutes a rubber ruler.
