Jesus addresses the sheep as brethren:

Matthew 25:40 And the King shall answer and say unto them, Verily I say unto you, Inasmuch as ye have done it unto one of the least of these my brethren, ye have done it unto me. [kjv]

Jesus addresses the goats, but not as brethren:

25:45 Then shall he answer them, saying, Verily I say unto you, Inasmuch as ye did it not to one of the least of these, ye did it not to me. [kjv]

Does this mean that each group did not do those things to the others in that group? What about the other group?

The one cookie rule resolves the problem.

The "one" refers to you as the "one" cookie to which you did not do these things.

Matthew 25:35 For I was an hungred, and ye gave me meat: I was thirsty, and ye gave me drink: I was a stranger, and ye took me in: [kjv]

25:36 Naked, and ye clothed me: I was sick, and ye visited me: I was in prison, and ye came unto me. [kjv]

Here is the negative version: (you ministered to others)

You were hungry and thirsty for righteousness and you did not feed yourself.
You were a stranger to me (Jesus) and you did not invite me in.
You were naked and you did not clothe yourself in righteousness.
You were weak and inside the prison/watch and you did not think or consider me nor come to me (outside the prison).

Here is the positive version: (you did it to yourself first)

You were hungry and thirsty for righteousness and fed yourself.
You were not a stranger to me (Jesus) and you invited me in.
You clothed yourself in righteousness.
You thought about and considered me. You were inside the prison/watch and you came to me (outside the prison).

Once out of the "pit" or "ditch" or "abyss", one can go down the correct path to life and, at that point, do the "ministering" to others.
