The official photographer is squatting and getting photos of the important people.
There were many others, including children, witnessing the event.
Luckily, someone in the crowd was getting photos of the other the important people witnessing the event. And color film was used.

Look at those old choir robes. Note the open areas in the distance which would eventually be filled with houses.
